Default Is office assistant available in Outlook Express?

I'm not wanting the out of office assistant. I have found the office
assistant in Word to be very helpful and am wondering if there is a way to
get it in Outlook Express.

No can do since OE isn't part of Office.

An out of office assistant in word? Never heard of it.

You can fake Outlook's out of office assistant in email clients that don't
support it by using rules that reply to mail. Whether OE's rules will do it
like you'd like is something I can't answer as I don't use OE for mail.
