The file is not creating for a profile...no idea why. I created a new
profile and it did not create!

Post some details. You posted no information we can use.
Shall we assume you know this is a hidden file?
Shall we assume you populated the cache?

Default NK2 File

I know this is a hidden file. Here is history:

A users was complaining every time they close outlook 2003, there
autocomplete disappears. Doing some investigating, I found the file is not
there. When I created another profile no file also got created. In the
options the autocomplete settings were set to on. I turned them off...and
then turned them on to see if it would create? The cache is populated by
messages in the inbox etc correct? Any help on this would be a
plus...thanks

No. The cache is populated only by sending messages.
