Default emailing from outlook

I can not email from my outlook 2003. I can receive and reply but when I
compose an email and try to send it, it goes to the outbox and will not
send...I get error
0x800ccc0f. I am very new to outlook and this point would much rather go
back to outlook express that was on my other computer....It seemed much
easier and user friendly....can someone help me with this problem emailing
from outlook

Have you installed a virus scanner that scans your outgoing mails? If
so, disable this feature in your virus-scanner.
