The control panel seemed to do the trick-it was set to custom-don't know
how it got there. I am using Zone Alarm security suite which is up to
date. It probably was running when I installed OE8. No other security
package has been on this computer. Many thanks.

Installing IE8 does not install OE8.

I doubt you'd have had this problem if you'd completely disabled ZAISS
(including the firewall) and then enabled the Windows Firewall before
installing IE8, Jim.
