Default Images not showing in forwarded email

This just recently started happening...... when I forward an email with
embedded images they only appear as the "famous red X" . Mail sending is
set to HTML. I use Norton Internet Security and disabled it, but it still
happens. How do I correct this?

In Tools | Options | Send | Mail Sending Format | HTML Settings is "Send
Picures with Messages" checked?

It was NOT checked, but don't know how it became that way.
