Call your ISP (direcpc.com) and ask *them* if they provide newsgroups
service. If not, you'll have to go buy it, like from Teranews (one-time
signup fee) or Giganews, or use free ones, like msnews.microsoft.com but
which only carries those groups, or try a free one, like nntp.aioe.org, but
suffer unreliable availability and slow propagation of posts.
