Default Can OE block emails without message rules?

About 3 weeks ago I switched from hotmail to OE 6 as default email
program. I have found that some emails that had been addressed to my
customary didnt make it into my new email folder,
nor bulk mail folder nor deleted items. There are no message rules set
up. I still use my hotmail folders, having switched to OE 6 simply
because Hotmail had a run of inaccessability. How can this be
happening and where to begin fixing?

Message rules only apply to POP3 mail servers.

For HTTP (Hotmail/MSN) as well as IMAP, any rules are applied on/by the
server. The OE folders should be a mirror of the server folders.

If you logon on to the Hotmail web site, do you see the missing
messages? If not, then the problem is likely at Hotmail.

I've recently seen a number of people using major ISPs have their
messages to Hotmail users refused by Hotmail because Hotmail is blocking
the whole ISP for spam. That may be happening to your mail.
