The only way I can do anything is via newsgroups.

Does not tell much. What did you use before? Have you ever used an email
application successfully before? If it were me I would call my ISP and have
them walk me through the settings. I might consider reading some help files
or wait for an unknown time for help on usenet groups.

You do know the difference between Outlook and Outlook Express I hope. You
are using Outlook Express now. Outlook is a different application. If you
care to post your setting here it would be easier to see what might be
wrong.
