Default Make my pictures smaller

When I used to send photos via email this file, a box came up saying did I
want to resize my pictures.
Now it won't come up at all and I have to send my pictures with a very large
file size.
Anybody know how I can get the pop up box to come back and ask the question

Default Make my pictures smaller

Right click on a graphic (jpg) file and select "Open With" vs. "Open" and
select "Windows Picture and Fax Viewer" and click on the box to "always use
this program." Should fix it.

To restore the Resize Picture option during sending

Go to Start, Run and enter

REGSVR32 SHIMGVW.DLL
