Your post is far from clear, but I suspect something in these links may help
you.

If you want to use Outlook Express to access your Hotmail account, you must
have an MSN subscription. For more information, visit the following

If you have not had an active Hotmail account since before Sept. 04, you are
not going to be able to access it using Outlook Express. Either Pay the less
than 19¢ per day, or use another e-mail client.

In the first place, 'www.hotmail.com' is not a mail server in any sense
that MS Outlook Express will understand. That is an HTTP URL for a web
browser, not a proper server name.

In the second place, MSN Hotmail has not used SMTP/POP3 access for as
long as I have had it; which goes back to 1999.

In the third place, MSN Hotmail has not had free client access on new
accounts since Sept. 27, 2004.

The error you are reporting is due to MS Outlook Express not getting an
SMTP response from 'www.hotmail.com'. This is normal because there is no
SMTP service at that location.

If you aren't willing to pay for the account then you'll have to use your
browser to read your Hotmail account.
