how to make and store a standard message??

it seems there is no way in outlook express to store a standard outgoing
message and call it up when needed? cut and paste every time seems the only
way? in netscape mail there is the 'template' and 'edit as new' - very
simple. is there any way in outlook express, or outlook?

Create the message and then: File | Save As an .eml file. However, if you
