Default application/octet-stream

I have a laptop that sends html messages with embedded pictures (jpg or
gif) as

Content-Type: application/octet-stream;
name="hill.jpg"
Content-Transfer-Encoding: base64

Content-Type: application/octet-stream;
name="till.gif"
Content-Transfer-Encoding: base64

Obviously the system is missing a definition somewhere, but where and how
do I fix it (registry edit somewhere?)?
