In the 'old' days just about any download of any sort needed a restart. The
way I look at it is that I am grateful that I do not need to reboot after
every update or download of any sort, MS or otherwise.

E.g. normal updates for AVG don't need a restart, but if there is a version
change it does, IIRC.
