Yes, type in the appropriate start and stop time.

Sure. If you use the 15 min scale, click on the time period you want or drag
over 3 periods for 45 min. If you use a different scale, type in the time -
945 (no need for the colon) or 45m if the hour won't change from the start
time hour (ie, start at 9, end at 9:45)

Occasionally you'll need to use a or p to correctly enter the time (unless
you use 24 hr format), but in most cases, outlook will use the time within
your working hours, then the evening hours. If you need a 6am appointment,
you'll need to enter 6a.
