We have a monthly compliance requirement at our company, and the reminder to
the group is set up as a recurring appointment on their calendars. The form
they must sign is attached to the calendar appointment and must be updated
each month. What is the best way to update that attachment appropriately
each month?

open the occurrence instead of the series and add the document. Note that
exceptions can be fragile and if its important to keep a history of the
meeting on the calendar you should copy and paste the occurrence, which
creates an individual event, and add the document to it.
