When a user schedules a meeting, sometimes there are back slashes (indicating
no information) for some attendees. When I checked, the attendee that had
the back slashes had no appointments on her or his calendar. Is that the way
the system is designed to work?

I think that means the user doesn't have their free/busy info published.

I don't think that is the issue. We have an Exchange Server. Mine has not
been published and the user does not get back slashes on mine.

It is published by default - two months worth.
