In Outlook 2007, when I schedule a meeting during a time that shows as free
on my calendar, it double books the person that showed as free. I ran
/cleanfreebusy command and still having the same problem.

You mean it added a duplicate appointment to the other persons calendar? If
you only have 1 sent item, the problem could be on their end.
