Default Can't schedule an appointment

Why can't a coworker schedule an appointment on his own calendar? He can
schedule an appt on someon elese's, and someone else can schedule one on his,
but when we click "New" on his appointment calendar, simply nothing happens.
It is Outlook 2003.
