Default Send Update sends to all rather than added or deleted

Using Outlook XP, I add a user or two to a meeting that includes a group of
users, click Send Update and makes sure to select "Update only added or
deleted" rather than all. Yet, the update goes to all. Is there something
about the process that I'm doing wrong? Often there are personal distribution
lists for the invited parties. Thanks!
