Default Basic calendare sharing question

Exchange 2003 SP2, Outlook2003

I want to be able to force calendar sharing (reviewer rights) on the default
calendar for ALL of my users... I cant see this in GPO... How can this be
done?

You can do this through Exchange or ADUC but the users can change the permissions, IIRc.
