Default Calendar Appointments "Busy" - Send to Other Calendars as "Free"?

Users would like to create calendar appointments in their Outlook calendars
and have them show up as "busy" on their calendar - but when they invite
people to the appointment it is really just for their information so it needs
to show up on the invitees' calendar when they accept but it needs to show up
as "free". Is this possible?
