Default Automatically creating tasks/appointments from Excel workbooks

Hi, I'm trying to get Outlook to open one of my workbooks and look for
conditional formatting that has been "activated" and then take data from 2 or
3 cells and create a task/appointment. These are recurring tasks on a fleet
of vehicles that I need to track. Thanks for your help
