Default Free Busy Error: write operation failed at url:

I have Outlook 2003 with all the updates possible on it.

I have downloaded and installed Web Publishing Wizard 1.6
http://download.microsoft.com/msdown...pie415-x86.exe

i am reasonably sure that the information i have typed into the
options/calendar/freebusy is correct as if i put it into an internet explorer
window it works.

when i run a 'send recieve/free busy information' i get the following error:

an error occured publishing your internet free/busy data. write operation
failed at url: (then it displays the URL - which is the same one that works
properly if i paste it into the internet explorer window).

any ideas guys?
