Default Publish free/busy -- what actual time period does 1 month cover?

If I publish 1 month of free/busy time, updated every 15 minutes, I would
expect the following behaviour:

On July 1, the month of July is published in its entirety; as each day of
July passes, a day from August is added to the published information so I
always have 1 month of free/busy time published per my request.

What I would _NOT_ expect is that if I initially publish on July 30, I only
get 1 day of information; i.e., my request to publish 1 month is intended to
always provide 1 month lead time on my published information...
