Default Import Excel into Calendar that I have permission as Owner

I have Owner permission to work in someone else's Calendar. I want to import
an Excel file but the import/export button is non-existent. I can
import/export in my own Calendar. I am using Outlook 2002.

Import into a folder in your own mailbox, then copy items into the other user's mailbox.

you used the term "mailbox". i was referring to the Calendar. regardless,
how do i copy a folder from my folder list to the other person's? when i
select copy, i get a pop-up box requesting me to select where i want to copy
it. this list only includes my folders. as a note, when i open the other's
calendar, it opens in it's own window. this window only has the calendar.
there are not any folder's listed.

Read my post again. I said nothing about copying a folder. You need to copy the items, not the folder. The By Category view makes it easy to select all the thems, and then you can Ctrl+drag them to the window showing the destination folder.
