Default Propose new times for meetings as organizer

Whenever I go back to a meeting request that I have sent, I am not able to
propose a new time. When I just try to send an update, the attendees are not
able to accept or decline, the update is just sent, like an email, and I'm
assuming the calendar is updated. Am I missing something, or is this just
how it is? It seems to make sense to me that someone should be able to
decline a meeting update.
