Public folder favorites

Default Public folder favorites

After creating a public folder calendar, I intended to have all users copy it
to their public folder favorites to enable offline access. When some users
add it to their favorites it appears to create a completely new blank
calendar & does not copy over all existing entries. The users that do get the
original calendar have to wait around 30 secs for new entries or
modifications to appear. All these users have the same permissions to the
calendar.
Confused???

For the users who get the blank calendar, do they have the option checked on
the Advanced tab of the Exchange account to "download public folder
favorites?"

Yes, this has been set in group policy for the OU in the MS Outlook 2003
administrative template & I've double checked this option on each client to
ensure it is working.
