Default How do I prevent booking Resources in Outlook as Attendees?

It's too easy to accidentally book an Outlook resource (eg. a meeting room)
as a regular Attendee. Unfortunately, by the time you figure out your
mistake, someone else has booked your resource and all the alternatives are
booked too.

Is there any way to either set up Outlook to only book resources as
resources or to have Outlook send you an email/warning that tells you the
resource is not booked?
