Default Exception, error retrieving COM class factory...

I hvae installed my add-in on several PC's (4) with no problems (after
remembering to install vstor.exe) but now a user gets this exception in
my addin:

Retrieving the COM class factory for component with CLSID
{0006F03A-0000-0000-C000-000000000046} failed due to the following
error: 8007007e

The CLSID is in his registry and I can't figure out what/why this
happens any one wise out there with a solution???
