Assuming you're using Exchange foir your server, it would appear you set
Outlook to use a PST for the delivery location instead of leaving it on
Exchange. If you're using a POP server, then you've set Outlook to delete
downloaded messages from the server.

Depends. If you're using Exchange, yes. If not , no.
