It must. There's no way to use Outlook without a mail profile.

open and open Outlook
Express (6.0) that uses Identities, when I try to Log Off Identity
and Exit, OE will not close. If I close Outlook 2002 then try Log
Off and Exit in OE it works OK.

Hm. I can't reproduce. I use OE and Outlook together all the time. They
simply don't interact at all.
