For Outlook 2000, you must use the Newprof.exe tool with a properly constructed .prf file. The tools are part of the Office Resource Kit downloads from

I've tried using the Custom Installation Wizard for Office 2000 and
that doesn't work, it still prompts to connect to an exchange server,
etc.
Any help is greatly appreciated.
