Not all of my contacts are syncing with my new windows mobile
This IS IN FACT an Outlook problem, not ActiveSync. This problem began
occuring for me when I installed the beta Outlook 2007, then when reverting
back to Outlook 2003 (since contacts wouldn't sync), all changes made in 2007
are visible in 2003 but still will not sync (contacts and calendar).
Additionally, all new changes in 2003 do not sync. I've run scanpst and also
tried modifying the items, but they don't sync. I've tried both activesync
4.1 and 4.2 beta. If the problems have occurred during changes to Outlook,
then it is likely a problem tied to Outlook, not ActiveSync.

Try posting in microsoft.public.pocketpc.activesync where you will probably
find an answer already provided if you search the news group archives.

After furious head scratching, TC asked:
