Default Error sending vCard: Permission Denied

I have a problem where a user is unable to forward his own vCard to other
email addresses. He is able to forward vCards of every other contact in his
address book that we have tried, but whenever he tries to forward me "his"
vCard, the email bounces with the error below:
Your message did not reach some or all of the intended recipients.

Subject: XXXXXXX

Sent: 6/16/2006 12:50 PM

The following recipient(s) could not be reached:

XXXXXXX on 6/16/2006 12:50 PM

You do not have permission to send to this recipient. For
assistance, contact your system administrator.

MSEXCH:XXXXXXX


Does anyone have any ideas as to why this might be happening? The
permission error seems particularly strange to me.
