Default Create new contact from e-mail received?

I guess I'm not configured correctly, because I did a test and dragged in a
dupe and I was not prompted! What should I do to configure correctly?

When I right click on the e-mail message, the window that appears does not
give me the option to 'add to contacts'? Also the reason why I like to drag
is that I want to add the contact to my public folders and by dragging I can
just direct it to the appropriate address book, instead of it defaulting to
my personal address book.
