Default Outlook should allow changes to a predefined style

Of course Outlook allows this.

Tools--Options--Mail Format--Fonts button.

You can set up font and colours for the different messages (new, reply).
Does this do it?

Every time I create a new message in Outlook 2003 it contains blue text.
This
is the normal style. Outlook allows me to change the color in a message,
but
I like to change the color in the Normal style.
