Outlook version is Outlook 2003, SP2. The message editor is Word ... and
if I allow the text to wrap it will go to single line. It only double
spaces when I hit enter. I opened a message and typed some text and hit

What you describe is Words paragraphing style where additional space is
added to delineate paragraphs. This is a Word issue so ask in a Word group
on how to change the paragraph style (something to do with setting the
spacing between paragraphs). There really is no additional spacer line
between the paragraphs. Word is just making bigger the whitepace between
the consecutive lines.
