Default destination-URL for special key

I looked in Control Panel for Keyboard and in Program Files, but I don't see
a link to 'Key'.
I use the Home Edition of Windows XP.
There must be an othet way to give a destination-URL for the special key on
the keyboard (the envelope).

Special keys on the keyboard require software to select how the keys are
used.
Try looking in Control Panel for Keyboard or look in Program Files.
