Default Adding same people to two distribution lists

You are repeating this with the same people, every month? Once the admin
creates the DL in the GAL it should 'stick'.

What version of Exchange? There are ways to import a list of addresses. You
can paste the addresses from the same list into a message to send them a
message.

Depending in the version of exchange, you could create a dynamic DL that
updates as information in the AD changes.
