Default Can't create signature

I had the same problem. I booted up Outlook in safe mode and I was able to
finally get the signature button to work. Now what do I do to get the
signature button to work in regular mode?

Safe Mode is ok to use. After closing Outlook and starting it again via the
regular shortcut it will start normally again.
