Default Can't create signature

Outlook 2007 uses a new email editor that is based on Word. There is no
longer a choice for an editor.

Are these button grayed out or are they active but do not respond when you
click on them?
Did you already activate your version of Outlook?
Does it work in Outlook Safe Mode?
Start- Run; outlook.exe /safe

When clicking Tools-Options-Mail Format, the"Signatures," "Stationery and
Fonts" and "Editor Options" buttons don't work. Nothing happens when I
click
them. Also, I don't see the "use Word to edit emails" option that I had
with
my old computer.

I am using Office 2007. Any help?
