Default Why does the "Tools" option in Outlook disappear
The "Tools" option in MS Outlook keeps disappearing and the Help options to
get it back do not work. It reappears at irregular intervals and then
disappears again.

What do I have to do to get it to be permanent?

I am running Windows XP and MS Office 2003 Professional
