What message format? The only thing the junk mail rule would block is
images/external content. External content is usually images and external
style sheets. Adding the sender to the safe list and enabling external
content for all safe senders would allow the content to download.

The problem I have been having is that Outlook 2007 does not show the
content of some messages it downloads. I have taken advice from this
group to check the anti virus. I have uninstalled the AV and the problem
still persists. I have been advised to set up a new profile in Outlook.
I have done that and the problem persists. I have noticed there have been
several posts in a similar vane in this group and I have read all and
followed all the wise words given but alas the cure evades me.
When I right click on a message and select junk mail and then select add
to safe senders list and then exit Outlook, the entire email and its
contents are visible.
That tells me something is not working in the junk mail filter. How do I
get rid of this filter or re-install it to get rid of this problem.
