Default publishing a form

Open it as a new message. Then tools, forms, publish... if 2007, you need
to show the Developer toolbar (look in office orb, option dialog).

I created a Form, saved it as .oft and now on a different computer I wish
to
publish it. I have successfully opened it but don't see how to publish it.

Before I saved the file as .oft, the "publish" command was in the design
window - readily accessible. So my question is how to I get this .oft file
back into the design window on another computer?
