The problem is a minor one.
When I go to create an HTML Signature, the pictures don't show up at all
when I copy and paste, or select the insert picture button.
It works when I am in safe mode, but not outside of safe mode. I have
disabled all addins that I know of, and I think I have deleted and recreated
the templates as well... Can't think of anything else that would be
interfering with this..
I am using Kaspersky antivirus.

What is the problem?
you don't need to delete the current profile- just make a new one to test
outlook and see if the problem still occurs.

If I were to try to recreate a "fresh install" minus deleting my profile,
is there a way to do that?
I have tried disabling all addons, etc. but it does not solve the
problem.
Thank you

What does Outlook 2007 Safe mode do specifically?
From Microsoft's web site:
What User-Initiated Safe mode does
The following restrictions apply when you start a program in
User-Initiated Safe mode. (Some items listed below do not apply to all
Microsoft Office programs.)
a.. No templates (template: A file or files that contain the structure
and tools for shaping such elements as the style and page layout of
finished files. For example, Word templates can shape a single document,
and FrontPage templates can shape an entire Web site.) can be saved.
b.. In Microsoft Office SharePoint Designer, the last used Web site is
not opened.
c.. Toolbar or command bar customizations are not loaded, and
customizations cannot be saved.
d.. The AutoCorrect list is not loaded, and changes are not saved.
e.. Recovered documents are not automatically opened.
f.. Smart tags (smart tags: Data recognized and labeled as a particular
type. For example, a person's name or the name of a recent Microsoft
Outlook e-mail message recipient is a type of data that can be
recognized and labeled with a smart tag.) are not loaded, and new tags
cannot be saved.
g.. All command-line options are ignored except /a and /n.
h.. Files cannot be saved to the Alternate Startup Directory.
i.. Preferences cannot be saved.
j.. Additional features and programs are not automatically loaded.
k.. Documents with restricted permission cannot be created or opened.
