in non-exchange its limited by the # of characters or total size of the
addresses (in KB). However, many isps also limit the # of persons a user can
send to.

It's controlled by your Internet Service Provider, not Outlook. Unless
you're using an Exchange server for your mail, there isn't any limit in
Outlook to how many recipients you can specify.
