You have to publish it to the Exchange Organizational Forms Library.
Talk to your Exchange Administrator and get write and delete
permissions to that library.

I'm using Outlook 2003, most of the PMs are usiing 2007 (long story).

myself before, but I have no programming skills. How can I make this

Even if you do get a OL2003 form published to the Exchange OFL, it will
not necessarily work correctly on the OL2007 clients--the Outlook
Object Model has changed between the two versions. Alas, Microsoft has
never guaranteed backward version compatibility between versions. If
the PMs want you to do design and programming work for them, you had
better be running their version.
