You're welcome. You did say you tried the first two options, but didn't cite
what those options were.
MS always has release notes for new programs and service packs, but you have
to search for them. (Such as what I included in my reply).

Note that when you install /any/ program or update on a computer, you should
do so with your AV program off to insure a clean install. Perhaps MS thinks
people should already know this? I can't answer.

anti-virus program while updating.
Maybe there should be a notice telling people to disable these kind of
services when updating as it would have saved a lot of trouble?

With only a small number of people downloading SP3 so far, there are not
many OE bugs reported and this is the first about this problem in
relation
to SP3.
All I can suggest is to do the following and make sure that Accounts is
visible when SP3 is removed.
If SP3 was downloaded with an anti-virus, or anti-spyware, program
running,
you may have a bad installation.

files from being changed, SP3 installation might fail. Try temporarily
disabling your antivirus software. You can usually do this by

I have created a new Identity and even the new identity does not show
Accounts.
