Default Outlook fails to actually "exit"

Hi all. I'm running Outlook 2003 on XP Pro, and recently when I exit
outlook either via the X in the corner or File - Exit, the program
disappears from my desktop and systray, but actually remains TSR as
a running process. This is a new behavior/problem and is really
causing me headaches.

If you start Outlook in its safe mode ("outlook.exe /safe") and then
exit Outlook, does the outlook.exe process disappear from the
Processes tab in Task Manager? If so, you have an add-on that is not
exiting. Outlook loads and then has to load all the add-ons. If an
add-on crashes on loading then it can cause Outlook to exit or hang.
Outlook unloads all add-ons before it exits. If an add-on crashes on
unloading it, Outlook will crash or hang. So the stability of add-ons
will affect the stability of Outlook.
