It *was* the same issue.
There was an appointment showing in the "Recuring appointments" view but
not showing in the regular view. I deleted it and BOTH problems went away.

We run Exchange Server 2003 SP2 and Outlook 2007 SP1 on the clients.
For one user, and only one, there is a recurring appointment with a
reminder that keeps poping even though he clicks to dismiss it.
This user has his calendar shared to his assistant and when she tries to
add a appointment in the shared calendar she gets the "Unable to load
free/busy information" message.
I tried to start Outlook with the /CleanFreeBusy command-line switch on
this user computer but I got a message saying that Outlook was unable to
clean Free/Busy data on the server.
